Rights body: $32 billion missing in Angola (AP)

JOHANNESBURG ? Angola's government must account for a staggering $32 billion missing from state coffers in a country where most suffer immense poverty despite the nation's massive oil wealth, Human Rights Watch said Wednesday.

The revelation comes the same week that Angola announced yet another huge offshore oil find and after deals were signed Tuesday with seven major oil companies to drill there.

New York-based Human Rights Watch said the missing money was identified by the International Monetary Fund in a December report and is believed to be linked to Angola's state oil company Sonangol.

It includes $7.1 billion transferred into escrow accounts overseas and $24.9 billion that appear as "an unexplained discrepancy in government accounts."

The IMF said the money disappeared between 2007 and 2010 from Angola, Africa's second-largest oil producer after Nigeria, and amounts to 25 percent of the country's gross domestic product.

Human Rights Watch previously had identified more than $4 billion in oil revenues that went missing from Angolan government accounts between 1997 and 2002. That money never was recovered.

Telephone calls from South Africa and Portugal did not go through Wednesday to the office of President Jose Eduardo dos Santos, his spokesman Mario Jorge or to the press office of the state oil company Sonangol.

In the past Angola's Finance Ministry has denied that the southern African country has a major corruption and embezzlement problem.

Transparency International, the coalition that fights corruption, ranked Angola in the top 20 most corrupt countries in the world this year.

The missing money was found as a result of reforms that were instituted among the conditions for an International Monetary Fund loan of $1.4 billion ? a paltry amount compared to the massive discrepancy.

"Angola's government has taken credit for improving transparency over its oil revenues and auditing the state oil company," said Arvind Ganesan, business and human rights director at Human Rights Watch. "But the disappearance of $32 billion raises serious questions about its efforts and underscores the need for public accountability."

Angop, the state news agency, on Wednesday quoted Sonangol CEO Manuel Vicente as saying that the latest find in Angola's Kwanza Basin seabed means the country is "entering a new era" in the oil market.

Norway's Statoil company compared the latest discovery to one off Brazil that has yielded major amounts of the high-quality light oil that is most prized.

Statoil's senior vice president for exploration, Erling Vagnes, described it as "some of the best unexplored acreage left on the planet."

More than half of Angola's population lives below the international poverty line, child and maternal deaths are among the highest in the world and 30 percent of children are malnourished, according to the U.N. Children's Fund. Health care is limited or nonexistent in many rural areas.

The country still is recovering from a 27-year-long civil war that ended in 2002. Even today, only 77 percent of children attend primary school and just 21 percent attend high school, according to a U.S. State Department report that cited long lists of human rights abuses.

Dos Santos has ruled the country since 1979 and appears intent on retaining power through constitutional reforms last year that abolished direct presidential elections. Instead, the president will be the head of the political party that garners the most votes, and dos Santos' party has a stranglehold on power.

A medical miracle poses ethical dilemma

Only 24 weeks into her pregnancy, Haydee Ibarra's doctors told her that her baby wasn't getting the blood and oxygen she needed to survive.

If she stayed inside the womb, the baby would certainly die. If she was born, her chances weren't much better and she could face a lifetime of health complications.

Ibarra, 22, and Yovani Guido, 24, implored the doctors to do everything possible to save their daughter. And they did.

On Aug. 30, Melinda Guido was born four months premature at Los Angeles County/USC Medical Center. She weighed just over 9 ounces ?the smallest baby ever born in California and the second smallest in the United States.

"It was scary," Ibarra told reporters Thursday outside the hospital. "Everybody was telling me the same thing: that she wasn't going to be able to make it, that she was too tiny."

Melinda is now four pounds, one ounce. But her future is uncertain. And the decision to employ all the technological innovations available to save her life has raised ethical questions no one can answer.

Should doctors intervene with medications, surgeries and heroic efforts to save babies who may face lifelong health problems ? if they live at all? And who should make the call, given the large costs that can fall on the public?

"We are in uncharted territory," said Dr. Rangasamy Ramanathan, chief of the neonatology section at the county hospital. "It's very difficult to say if this baby is going to be normal."

In the short term, Melinda risks infection and bleeding in the brain. In the long term, she could suffer cerebral palsy and cognitive and physical delays.

Melinda was just 270 grams at birth--the size of a soda can. When a baby is that small, doctors say it is anybody's guess what will happen. There is little research about long-term survival. Doctors across the nation often let babies weighing less than 400 grams die, Ramanathan said.

"At what point do you draw the line?" said William Benitz, chief of neonatology at Packard Children's Hospital and Stanford Medical School. "We don't have a social or political consensus as to what we should do."

Doctors and families make the decision together, he said, with an understanding of the serious health risks the baby could face. And some parents decide not to take extreme measures.

"There are a range of value judgments that come to bear. It's not a right or wrong," he said. "We do try to advise the family that even though the baby may survive, survival doesn't mean the baby will survive intact."

Caring for infants born so prematurely is costly. Ibarra, a cashier at a restaurant, and Guido, a cook, live in Granada Hills and said they were insured by Medi-Cal, the public insurance program for the poor.

Melinda's care will cost the state and the county as much as half a million dollars, Ramanathan estimated. "I don't know if I can put cost to life.? It's worth it," he said.

Ramanathan said he was "cautiously optimistic" about Melinda's prospects, after medical tests showed that she was developing normally. But it is too early to tell. Doctors will monitor her condition for six years.

"The most important thing for me is not just survival," Ramanathan said, "it's quality of life."

Ibarra, who has high blood pressure and a kidney disease, knew her pregnancy would be high risk. Despite close monitoring by doctors, her baby didn't grow nearly as fast as she needed to. Ibarra went in for a checkup in late August at her local county hospital, Olive View Medical Center. Doctors discovered the imminent danger to the baby and transferred Ibarra to Los Angeles County/USC Medical Center.

Melinda was born by C-section and hooked to machines and tubes that kept her alive.

For two months, she was too sick for her parents to hold her.

When Guido finally did, he was extremely nervous. She was so delicate, he recalled, that he worried about accidentally fracturing her bones. "When you lift her up, you don't want to lift her up in the wrong way," he said.

Ibarra said she was just happy. "There are no words to be said ? it was just love," she said.

Guido calls Melinda his miracle baby and said he has faith in her. He sees the day when he can take her to the park. "She's a fighter," he said.

"No doubt about that. She's a fighter."

U.S. says no nuclear link with North Korea food talks (Reuters)

BEIJING (Reuters) ? The U.S. envoy for North Korean policy said on Thursday Washington was making no linkage between talks between the two countries on food aid and trying to get the reclusive nation back to the table to discuss its nuclear program.

Robert King, the State Department's special envoy for human rights in North Korea, was meeting with North Korean officials in Beijing to discuss Washington's conditions for resuming aid halted in 2009 amid disagreements over transparency and monitoring.

The State Department said the North Korean delegation would include Ri Gun, Pyongyang's deputy negotiator for stalled six-party nuclear disarmament talks, but U.S. officials insisted there was no link between the food talks and the nuclear impasse.

U.S. officials have cautioned that no decision was imminent.

"The short answer is there isn't any linkage between this issue of the provision of nutritional assistance to North Korea and this broader discussion that we hope to have with the North at the right time, if they do the right thing, on these issues related to denuclearization," Special Representative for North Korea Policy Glyn Davies told reporters in Beijing.

"But I will say that we are paying close attention to how these talks on nutritional assistance go. We are looking for the north to engage in those discussions in good faith," he added.

"There's no reason that these talks will be long and protracted and drawn out. The issues are relatively straightforward. We'll be watching it but that's about the extent that I'll say there's a read across or cross over here."

North Korea suffered a crippling famine in the 1990s that killed an estimated 1 million people. It has continued to have chronic food shortages, which have been compounded since 2008-9 when the United States and South Korea suspended their food assistance efforts.

Davies said King's talks in Beijing would centre on the "modalities" of providing food aid.

"We need the right degree of cooperation from Pyongyang and from the government, we need the right degree of access for our people and we need to ensure that this nutritional assistance goes to the populations that need it," Davies said.

"We have a good idea of what's needed for the undernourished populations in North Korea, so this should not be a difficult set of discussions on nutritional assistance. It'll be watched for what the North Koreans bring to the table and how well these discussions go."

Critics accuse the North's authoritarian leadership of siphoning off aid to feed its million-strong army or stockpiling in the event of further, tightened sanctions over its nuclear program.

Six-party talks involving the two Koreas, the United States, China, Japan and Russia broke down in 2008, and United Nations inspectors were expelled from North Korea in 2009.

Despite repeated efforts, there has been little sign of progress since then.

U.S. and North Korean official have met twice in recent months regarding an eventual return to talks on ending Pyongyang's atomic programs.

The meetings, despite no immediate breakthrough, marked the end of a period of acute tensions last year when Seoul accused Pyongyang of sinking one of its ships and shelling one of its islands.

The Chevrolet Volt extended-range electric car is the most popular among owners, topping a perennial favorite that costs twice as much,?the Porsche 911,?and a recent addition, the Dodge Challenger, according to an annual survey published Thursday by Consumer Reports.

The magazine was?careful to specify that?only the Challenger equipped with the ?That thang got a Hemi innit?? V8 engine was named to the list, and not the girly-man fuel-sipping V6 version.

But I digress.? The Volt is the overall winner of the owner?satisfaction survey, with the announcement coming at a time when the Volt is in the news for a less-good reason: fires in crash-tested vehicles days or weeks after the crash.? Ninety-three percent of owners surveyed said they would buy the Volt again, compared with 91 percent of 911 and Challenger buyers.

The Volt has a starting list price of $41,000, compared with $82,100 for the Porsche and about $30,000 for the Challenger.

The 2012 Porsche 911 Carrera is due out in February. The current edition of the car, which came in second in Consumer Reports' annual owner satisfaction survey, sells for $82,000 and up.

Chevy also grabbed the last spot on the list with the Aveo minicar, which would only retain 37 percent of its owners.? ?These models reflect a larger trend we?ve seen in recent years: sporty cars and fuel-efficient cars with alternative drivetrains tend to generate more enthusiasm and loyalty than most other types of vehicles,? said Rik Paul, Consumer Reports automotive editor.

The second reason for Volt owners? satisfaction is the dedicated manservant Volt adviser issued by Chevrolet who talks with owners daily about the Volt?s awesomeness.?? ?From the very beginning we?ve tried to provide an extraordinary customer experience to go with the technology,? said GM spokesman Greg Martin.

The combination of engaged owners and continuous discussion between GM and Volt owners has stemmed any rush to the exits even since the reports?of?post-crash-test fires.? For the record, these fires took place days or weeks after extreme crash testing in which the Volt successfully protected occupants and earned the highest possible safety scores.

Following the tests, the cars? batteries were left fully charged, and because the car were also rolled over and because the battery coolant system was damaged in the tests, coolant leaked onto the charged batteries and eventually sparked fires.

The lesson here is to get out of a crashed car within a few days, and be sure to turn off the lights when exiting.? A gasoline car might not be as obliging in providing an opportunity to climb out before combusting.

Despite recent safety concerns about the Chevy Volt's battery, the popularity of electric cars is picking up traction, with CNBC's Phil LeBeau.

In the real world, ?five or six? Volts have been totaled in severe crashes, with no fires resulting, Martin said.

To mollify any potential concerns while GM undertakes its investigation into how best to prevent post-crash fires, the company is offering a free loaner car to Volt owners who prefer to park their electric car for now.
